Why proof matters now

Since September 22, 2025, Canada treats non-US steel as melted in China until you show a certificate.

Surtax on value for duty

25%

Owed on scheduled steel and aluminum imports when the importer cannot produce a certificate of melt or smelt origin on request.

Source: SOR/2025-154

US Section 232 duty

50%

Charged on the full customs value of covered metal articles since April 6, 2026, with country of melt and pour reported on every entry.

Of origin records

7 years

Buy Canadian contractors must keep complete material origin records. CBSA expects six years for every import.

CBSA opened a verification priority on the surtax in April 2026 and found errors in half of its first closed cases.

How it works

From a supplier’s PDF to proof you can hand over

Four steps, one record per heat. Every entry, job and contract points back to the certificate behind it.

  1. Request

Send suppliers one link per entry, job or contract. They upload mill certificates without creating an account.

    ocel.app/r/7KQ2-M9

  2. Read

Certificates are read in Canada. Heat numbers, mill, product and country of melt and pour are pulled out for review.

  3. Confirm

A person on your team confirms every origin field. Nothing is marked verified on software alone.

    Confirmed by R. Tremblay

  4. Prove

Build a proof pack for an entry, job or contract and share it with your broker, CBSA or a prime contractor.

Collect certificates once. Reuse the same evidence for Canadian entries, US buyers and Buy Canadian contracts.

Suppliers upload without an account

Who it’s for

Built for everyone who touches the paper trail

Every non-US steel and aluminum entry now needs a certificate on file, or it pays 25% on top.

  • Request certificates per entry, straight from suppliers
  • See which entries still have gaps before CBSA asks
  • Hand your broker a clean pack in one link

Questions

What buyers ask us first

Something else on your mind? Email us.

  • No tool can do that for you. Ocel runs an evidence check against each rule, shows the gaps it finds, and tells you when a pack is ready to submit. The person who signs an attestation stays responsible for it.

  • Mill test certificates first, including steel melt and pour and aluminum smelt and cast details. Supplier declarations, CUSMA certifications of origin and chain-of-custody records can sit alongside them in the same pack.

  • No. Each request is a private link. Suppliers open it, upload their certificates and are done. You see every upload the moment it lands.

  • In Canada. Files and extracted data are stored in the Canada Central region and certificates are read on servers in Montreal. We never send your documents to outside AI or analytics services.

  • Yes. Share a proof pack with your broker through an expiring link, or invite them to review entries with you. Brokers can also run Ocel for their own clients.

  • The checks start with Canada's steel and aluminum surtax, US Section 232 melt and pour reporting, CUSMA and Buy Canadian. We track EU rules such as CBAM and add checks as obligations take effect.
